Wycliffe  is an accomplished expert in public service organization and management. His over 30 years experience is underpinned by successful delivery of solutions for public service institutions in Kenya, countries in Sub-Saharan Africa, the Middle East, and Europe.

He was a specialist in the process of translating provisions of Constitution of Kenya 2010 into institutions and business processes of Devolved Government and supervised implementation and capacity building across county governments.

He is versatile following his refinement of methodologies and models for undertaking job evaluation, describing jobs, workload assessment, institution capacity assessment, non-linearMEL and business process re-engineering. His extensive experience comes with special skills in designing and interpreting Terms of Reference (for clients), evaluating consultancy methodologies (for clients), knowledge transfer, and supervising external consultants (for clients).

Wycliffe is the chairman of Kenya’s adjudication panel for Public Service Innovation under the auspices of the Africa Union.
